The Patrol Leaders' Council (PLC)
The Patrol Leaders' Council is a planning meeting for the Scoutmaster and the troop's youth leaders. Like a board of directors, it includes at a minimum the SPL, ASPL, Patrol Leaders and Troop Guides. Some troops also invite the Scribe (to take minutes), Quartermaster, Historian, Instructors, and other youth leaders to PLC meetings as needed.
A PLC will typically take place once a month and is held outside of a troop meeting. It is conducted by the SPL and may last for 1 to 2 hours. Details for the troop program for the upcoming month are planned, including both troop meetings and the month's outdoor activity. The patrols can brainstorm ideas ahead of time — their patrol leaders represent these ideas at the PLC meetings. The PLC may take place at the normal troop meeting location or it may be held at the home of one of the scouts or the Scoutmaster.
The Scoutmaster is an advisor to the PLC. His role is to listen and provide guidance when needed. The plans and calendars that are made at PLC meetings should be subject to the final approval of the troop's adult leadership, including the Scoutmaster and the troop committee.
If your troop doesn't frequently hold PLC meetings, do encourage it.
