Time Requirements
The time requirements for the Star, Life, and Eagle ranks begin (assuming continuous active participation) when the previous rank is earned — which is when the Board of Review requirement is completed. (It is not based on the date of recognition, because this may be an unwarranted delay.) The requirements for Tenderfoot through First Class can be earned simultaneously.
All requirements (for a single rank) other than the Eagle Board of Review must be completed before the scout's 18th birthday.
Advancement should not be a race, but rather a learning experience for a boy. Some boys will be highly motivated to advance and will race through the ranks, others will get to First Class, then take a break (sometimes until they are 17), other boys will stay in scouts until they are 18 and will never achieve Eagle — but in each case if scouting was done correctly, the boys will have acquired the character, citizenship, and fitness aims of scouting.
Troops may not force attendance rules, so active participation and demonstrating scout spirit may simply be done by being registered and being informed of unit activities on a regular basis. Nevertheless, you may find scoutmasters that are still very strict — even if the boy is busy with Order of the Arrow or working at scout camps, but not actively participating with his own troop, his Scoutmaster may not pass his time requirements. Be sure to discuss this with your Scoutmaster if attendance is a concern.
