The Eagle Board of Review

After the references verification and application certification, the boy will be contacted by an Eagle Scout Board of Review chairman to set the Board of Review date. Local councils or districts hold an official Eagle Board of Review. (The earlier Board of Reviews are covered on page [Board of Review].) In some cases, you may need to contact the local district (or council) to find out who to contact or how to setup and prepare for the appointment. They will require the Eagle application and project paperwork in advance.

The board will consist of three to six adults. The boy's guardians, relatives, or leaders will not serve on the board. Note that the Eagle board members probably do not know the scout.

In some cases, the Eagle board of review is conducted at the unit level — in this case, a district or council advancement representative must be a member of the Eagle board.

Generally the scout will meet in a conference room at the council offices (or service center) in full Field Uniform (of course). His Scoutmaster (unless he is a parent or relative) usually joins and introduces the scout. The Scoutmaster doesn't participate on the board if he remains in the room. No relative or guardian may attend the Board of Review.

There are no defined questions that may be asked. The scout should respond clearly and act confidently. His years of Board of Review and other scouting experiences would have provided him with the speaking experience for this.

If the boy does not unanimously pass the Board of Review, they will explain the reasons for the failure and discuss how he may meet the requirements — and a follow-up letter will be sent to the scout with these details. (The Board of Review may be put on hold and reconvened at a later date; or an appeal must be done at the next level.)

After unanimously passing the Board of Review, the materials including an advancement report are returned to the council service center, where the application is signed by the executive verifying that the procedures and requirements were followed. Then the application is entered into the national computer system called ScoutNET at the council service center to double-check the signatures and dates and to verify that the procedures and requirements were followed. If okay, the Eagle Scout certificate is sent to the local council center. This process may take several weeks. The date of the Eagle Scout Board of Review is used for any Eagle Scout credentials.
